If using Netscape, to correct this issue go to: Edit > Preferences > Advanced.  
Then click on the term "cache" (it is on left hand side under Advanced)
Then click "Every time" Where it states: "Document in cache is compared to document on network"
Click "ok"

(In the middle under Temporary Internet Files).  
Then click: "Every visit to the page".
Click "ok"
& Click "apply"
